
Joel Anastasio
Director of Project Development
With over 15 years leading community-based clean energy development, Joel brings a deep commitment to equity and community economic empowerment to his role directing Working Power's project development team, guiding projects from concept through construction while cultivating trust-based partnerships across community, public sector, and private stakeholders.
Over his career, Joel has:
- led clean energy program development at the U.S. Department of Energy, overseeing a $225 million Tribal Program expanding access to clean energy resources for tribal and underserved communities;
- developed a Performance Based Regulation framework for the State of Connecticut, establishing new policy and regulatory structures to advance clean energy deployment; and
- directed multidisciplinary teams across solar, wind, energy efficiency, electrification, and climate programs, building partnerships with community, tribal, public sector, and private stakeholders to deliver energy solutions in underserved markets.
Joel holds a Master's degree in Energy Regulation and Law and a Certificate in Climate Law from Vermont Law School, and a Bachelor's degree in Economics from the University of North Carolina Asheville.
